IRC Director is the chairman of IRC and all scientific staff are members and SIC, PME Cell acts as Member Secretary. The last QRT Report for the period 01-04-2017 to 31-03-2022 was submitted to ICAR on 04-10-2023. RAC was constituted vide ICAR Office Order F. No. HS/7-6/2019-IA.V dated 14-06-2023 for a period of three years w.e.f 13-06-2023. IMC was constituted for 11.12.2021 to 10.12.2024 (Ex-officio members) and 10.11.2023 to 09.11.2026 (Members) (iv)Term/ Tenure QRT is constituted once in five years. The last QRT was for the period 01-04-2017 to 31-03-2022and report was submitted to ICAR on 04-10-2023. RAC was constituted for a period of three years w.e.f 13-06-2023. IMC was constituted for 11.12.2021 to 10.12.2024 (Ex-officio members) and 10.11.2023 to 09.11.2026 (Members) (v) Powers and functions 1. Institute Management Committee (IMC) The Institute Management Committee (IMC) is constituted in accordance with the provisions of the ICAR Society Rules and Bye-laws. It assists the Director in the efficient administration and management of the Institute. Powers and Functions of the Institute Management Committee The Management Committee shall consider and advise on the following matters: 1. Consideration of proposals relating to the Institute's Perspective Plan, Annual Action Plan and other developmental programmes. 2. Periodical review of the progress of research, development, extension and infrastructure projects of the Institute. 3. Consideration of proposals relating to the Annual Budget, Revised Estimates and efficient utilization of financial resources. 4. Consideration of items of expenditure beyond the delegated financial powers of the Director, as prescribed by ICAR. 5. Consideration of policy matters relating to the Institute, including administration, infrastructure development, resource mobilization and institutional development. 6. Consideration of matters relating to the welfare, rights and obligations of employees. 7. Review of the action taken on the recommendations of various statutory and administrative committees, including the Grievance Redressal Committee and other committees constituted by the Institute. 8. Consideration of any other matter referred by the Director, ICAR Headquarters or the Governing Body of ICAR. 9. Exercise such administrative and financial powers as may be delegated by the ICAR Governing Body from time to time for effective implementation of approved programmes. 10. Monitor the overall functioning of the Institute and provide strategic guidance for achieving the mandate of ICAR-IIOPR. The Management Committee includes representatives nominated by ICAR, experts from relevant fields and representatives of agricultural/rural interests, wherever provided under the ICAR Society Rules and Bye-laws. 2. Institute Research Committee (IRC) The Institute Research Committee (IRC) (formerly known as the Staff Research Council) is the principal scientific body of the Institute. All Scientists of the Institute are members of the Committee. Powers and Functions of the Institute Research Committee The Institute Research Committee performs the following functions: 1. Examine, evaluate and recommend new research project proposals (RPP I) submitted by Principal Investigators, including objectives, methodology, expected outcomes and project duration. 2. Review the progress of ongoing research projects through Research project proforma II and recommend continuation, modification or closure of projects based on scientific merit and progress. 3. Evaluate completed research projects and recommend technologies, publications and future research directions. 4. Promote multidisciplinary and multi-institutional research by fostering collaboration among Divisions, Regional Stations, ICAR Institutes, State Agricultural Universities and other organizations. 5. Review implementation of recommendations of the Research Advisory Committee (RAC), and other scientific review bodies relating to the Institute's research programmes. 6. Recommend research priorities in accordance with the Institute's mandate on oil palm research, crop improvement, production technologies, natural resource management, plant protection, biotechnology, post-harvest management and technology transfer. 7. Review the scientific quality, relevance and impact of ongoing research programmes. 8. Recommend publication of research findings, release of technologies, filing of patents and commercialization of technologies developed by the Institute. 9. Review externally funded projects, collaborative research programmes and Memorandum of Understanding (MoUs) related to research activities. 10. Review scientific, technical and research management issues for improving the effectiveness and quality of research programmes. 11. Consider any other scientific matter referred to it by the Director. 3. Research Advisory Committee (RAC) The Research Advisory Committee (RAC) is constituted by ICAR to periodically review the Institute's research programmes. Powers and Functions • Review the scientific, technical and extension activities of the Institute. • Assess the relevance and quality of ongoing research programmes. • Recommend research priorities in line with national needs and the Institute's mandate. • Review achievements, technology development and impact. • Recommend strengthening of infrastructure, human resources and collaborative research. • Review implementation of previous RAC recommendations (vi) Whether their meetings are open to the public?
